Q: Who is responsible for the El Paso Emergency Alert System?

A: The City/County of El Paso Office of Emergency Management (OEM) is the facilitator of the El Paso Emergency Alert System.

Q: What is the El Paso Emergency Alert System?

A: The El Paso Emergency Alert System is a reverse, emergency notification process/system. 

Q: How do citizens of El Paso County benefit from this system?

A: The El Paso Emergency Alert System provides a secure and reliable way of notifying citizens about a city and/or county wide crisis or disaster. 

Q: What should I expect to see on my device during an emergency?

A: Depending on the device you will see or hear a message that says EMERGENCY ALERT and this will be followed by further instructions pertaining to the crisis on hand. 

Q: What happens if the incident is isolated, will I still receive an alert? 

A: The system uses GIS-based mapping technology which allows the Office of Emergency Management to isolate incidents and send alerts to only those targeted area/s

Q: When will the El Paso Emergency Alert System be used? 

A: Used in these situations:

Emergency Evacuations
Natural or Man Made Disasters
Hazardous Material Incidents
Border Violence Incidents

Q: What personal information is required to register for the El Paso Emergency Alert System? 

A: Citizens must create an account by supplying some basic information:

Creating a user ID and password 

Email address

First and Last Name

Street Address

City 

Zip Code

Check the box “Agree to website policy”

Q: What is required after the account is created?

A: Citizens need to choose their method of notification and devices. You can select several options at once and prioritize the order for the alert notifications. Alerts may be sent by:

Text 
Phone Call 
Devices for the Deaf such as Telecommunication Device for the Deaf (TDD) and Teletypewriter (TTY)

Q: How many times may I register with the El Paso Emergency Alert System?

A: Citizens may register several times and enter various addresses, phone numbers and devices if needed. Citizens may register a home, business, friend and family member’s information.

Chalk the Block 2010

3rd Annual Public Art Festival | October 8-10, 2010 |  FREE Admission www.chalktheblock.com

The City of El Paso’s Museums and Cultural Affairs Department (MCAD) in partnership with the El Paso Community Foundation will host the third annual Chalk-the-Block Public Art Festival to be held October 8th-10th in Downtown El Paso (Arts Festival Plaza, Cleveland Square, San Jacinto Plaza, Pioneer Plaza Park).  Admission will be FREE!        

El Pasoans may head to Arts Festival Plaza from 5:30 pm to 10:00 pm on Friday, October 8th, to get a glimpse feature chalk artists begin their masterpieces.  The fun continues on October 9th, beginning at 10:00 am. The public is invited to view artists as they create works of art beginning at 10:00 am. Headlining musical talent will be Japanese Action Comic Punk Band, Peelander-Z, performing at 8:00 pm.  Live music begins at  10:00 am and goes on until 10:00 pm. Chalk-the-Block will also host fun events for people of all ages, including acrobats/aerialist performers, large interactive puppets, fire breathers,  a KIDZONE, a skate park, an interactive chalk area, face painting, art vendors, and  great food! Sunday, October 10th, schedule of events coming soon.

10th U.S.-Mexico Bi-national Health Week

El Paso, Tx - From October 4 to 16, 2010, the Consulate General of Mexico, the City of El Paso Department of Public Health and Pan American Health Organization with other organizations in the region, will give the community of El Paso, Texas and Southern New Mexico various health services as part of the U.S.-Mexico 10th Bi-national Health Week.  A press conference will be held on:

The Bi-national Health Week (BHW) is a joint effort of community organizations, federal and state agencies with the objective of improving the health and welfare of the Latin American population living in the United States and Canada.

Activities held each year include informational workshops, the channeling of basic services as well as health insurance programs, promotion and health education in addition to vaccines and free screenings.

The 10th Bi-national Health Week will take place from October 4-16, 2010 in at least 40 states in the U.S. and 3 Canadian provinces, with the participation of the consular networks in Mexico, Guatemala, El Salvador, Honduras, Colombia, Ecuador and Peru. Five national campaigns will focus on issues of Addiction Prevention and Gang Members in Adolescents, Obesity and Diabetes, Disability and Autism Awareness, Oral Health and Access to Various Health Services.
As part of the 10th edition of Bi-national Health Week, the Consulate General of Mexico in El Paso, the City of El Paso Department of Public Health, and the Pan American Health Organization / World Health Organization (PAHO/WHO) together with various organizations of local public health will develop the following activities:

“If It’s Not Your Money - It’s a Crime!”

It's Everyone's Business Campaign Takes Aim at Financial Exploitation 

Adult Protective Services (APS), a division of the Department of Family and Protective Services, is urging all Texans to make it their business to protect the elderly and people with disabilities from financial exploitation. 

The agency identified 1,836 victims of financial exploitation in Texas last year, although there are likely many more that went unrecognized and unreported.  In El Paso, APS has validated 119 allegations of financial exploitation during the last 2 years (54 in 2009 and 65 in 2008.)

That is why, across Texas, APS is holding conferences, passing out  HYPERLINK "http://www.dfps.state.tx.us/everyonesbusiness/PDFs/Financial-Exploitation_Eng.pdf" brochures, and meeting with banks and other organizations that could intervene to protect exploitation victims. APS is also delivering exploitation information directly to its clients and, in some areas, holding events at community centers that combine fun activities like Bingo with presentations on exploitation. 

Locally in El Paso, the 3rd annual Crimes Against the Elderly Conference and Legal Day is being held on October 14th at the El Paso Community College Administrative Services Center (9050 Viscount.) Adult Protective Services and the El Paso County Attorney will host the all day seminar.  Afternoon speakers will address the topics of elder financial exploitation, identity theft and power of attorney.  Last year, more than 200 bankers, home health providers, social workers and legal professionals who work daily servicing many El Paso seniors attended.

“It is sad but sometimes the elderly are victimized by their own adult children," says Beth Engelking, DFPS assistant commissioner for Adult Protective Services. "Other times the exploiter is a paid caregiver or other family member.  It is critical that everyone understands that if it’s not your money, it’s financial exploitation, and that's a crime."

Financial exploitation is the illegal or improper use of another person's money or property for personal profit or gain.  Signs of financial exploitation include:     

Sudden changes in bank accounts or banking practices.
Unexplained or unexpected withdrawal of large sums of money.
Adding names to an elderly or disabled person’s bank signature card.
Unfamiliar people accompanying bank customers to withdraw large sums.
Unauthorized withdrawal of funds using ATM card or sudden transfers of assets.
Sudden changes in financial documents. 
Unpaid bills despite having enough money.
Previously uninvolved relatives who suddenly claim rights to a person’s affairs and possessions.
Abuse of power of attorney.

Engelking urges all Texans who know someone with a disability or who is elderly to be on the lookout for signs of financial exploitation. If you suspect exploitation, call 1-800-252-5400 and file a report so APS and law enforcement can investigate. Stopping financial exploitation is one of the main themes of APS’ It’s Everyone’s Business campaign, which also educates Texans on other forms of adult abuse and neglect.

Facts and Figures

Texas has more than 2.4 million residents 65 or older (more than 78,000 in the El Paso area.) Another two million younger adults have a disability (more than 62,000 in the El Paso area.)

Last year, APS investigations confirmed that 50,936 Texans living at home and 1,329 Texans living in institutions were victims of abuse, neglect, or exploitation. (52,265 total statewide and 2,134 in the El Paso area.) 

About half of abuse, neglect, and exploitation victims were elderly and about half were younger adults with disabilities.

Last year, APS investigations found that 1700 adults living at home and 136 adults living in institutions were victims of financial exploitation. (1,836)

Last year, APS referred more than 8,000 allegations of financial exploitation to law enforcement. 

The mission of APS is to protect the elderly and adults with disabilities from abuse, neglect, and exploitation by investigating, and providing or arranging for services to alleviate or prevent further maltreatment.
