Law Enforcement Officials Warn Against Making Excuses for DWI

We’ve all heard the excuses – “I’m OK to drive,” “I’m only going a few blocks” or “I’ll take the back roads home” – but just like “the dog ate my homework” didn’t work in elementary school, the excuses for drunk driving don’t work now. That’s why the Texas Department of Transportation’s (TxDOT) latest campaign to reduce drunk driving highlights common excuses offenders give for driving under the influence.

At a Tuesday (Aug. 16) press event at the El Paso County Jail Annex to launch the annual Drink, Drive, Go To Jail campaign and enforcement period, TxDOT will enlist a troupe of local actors who will don prison jumpsuits and unveil common excuses people give for driving drunk.

TxDOT is joining forces with DPS, the National Highway Traffic Safety Administration, Mothers Against Drunk Driving and law enforcement agencies statewide to crack down on drunk driving as the summer winds down. From Aug. 19 through Labor Day (Sept. 5), law enforcement officers around the state will be working overtime to get drunk drivers off the road.

It’s a problem that continues to haunt the state. In 2010, there were 25,032 alcohol-related crashes in Texas that resulted in 1,057 deaths and 16,877 injuries. In 2010, 24 percent of people killed in alcohol-related crashes in Texas were between the ages of 20 and 25. However, this age segment only represents 9 percent of the overall state population.

The purpose of the campaign is to remind drivers of the consequences of getting behind the wheel after they’ve been drinking and suggest safe alternatives. Instead of driving home, they can call a cab, ask a friend or a family member for a ride, hand their keys to a designated driver or simply stay put until they sober up.

For those who choose to drink and drive, law enforcement officials statewide will be on out in force to arrest them. No excuses.

West Nile Virus Confirmed in El Paso Again This Year

Department continues to urge residents to take preventive action

El Paso, Texas – The City of El Paso Department of Public Health has confirmed the first three human cases of West Nile Virus in the El Paso area for 2011.

The most recent case involves a 64-year-old woman who resides within the 79935 zip code. She is currently receiving treatment for the disease. The second confirmed case is that of a 65-year-old man who lives in the 79927 zip code. The first case was identified in a patient who did not show symptoms of West Nile virus, but was rather diagnosed after donating blood. Because the source of the virus in the first case is undetermined, no details regarding that patient will be released.

According to the Centers for Disease Control and Prevention (CDC), West Nile virus is spread by infected mosquitoes, and can cause serious, life-altering and even fatal disease. The most serious manifestation of WNV infection is fatal encephalitis (inflammation of the brain) in humans and horses, as well as mortality in certain domestic and wild birds.

“We continue to get the word out about confirmed cases of West Nile in our area so that residents don’t forget that the disease still exists and that it can become serious,” said Fernando Gonzalez, Department of Public Health-Lead Epidemiologist. “Taking precautions like using insect repellent and draining standing water outside your home should be as common as putting sunblock on your children and making sure the doors are locked before you go to bed,” he added.

Department officials continue to stress the importance of following recommendations for avoiding mosquito breeding or mosquito bites.  They include:

The chance that any one person is going to become ill from a single mosquito bite remains low. The risk of severe illness and death is highest for people over 50 years old, although people of all ages can become ill.

Sales Tax Holiday Means More Bang for Back-to-School Bucks

(AUSTIN) — Texas Comptroller Susan Combs says Texas families have a big opportunity to save money when they shop.  The state’s annual Sales Tax Holiday is scheduled for Friday, Saturday and Sunday, Aug. 19-21.

“On that weekend, shoppers will pay no state or local sales tax on many school supplies, school backpacks and most children’s and adults’ clothing and shoes priced at less than $100,” Combs said.  “The tax break helps out when the kids’ back-to-school lists are long and money is short.”

This year, Combs predicts shoppers will save $62.1 million in state and local sales taxes during the Sales Tax Holiday.

The tax holiday weekend has been an annual event since 1999.  Currently, the Tax Code sets the holiday for the third Friday, Saturday and Sunday in August.

Lists of apparel and school supplies that may be purchased tax free can be found on the Comptroller’s website at www.texastaxholiday.org.

New Fort Bliss Commissary to open end of June

New Fort Bliss Commissary to open end of June Six-day celebration offers
food sampling, prizes, promotional prices The Defense Commissary Agency will
open a new commissary at Fort Bliss, Texas, June 29, with a ribbon-cutting
ceremony at 9 a.m.

DeCA has a six-day celebration planned to delight all members of the family,
and the events and shopping will kick off immediately following the
ribbon-cutting ceremony.

The event will feature spectacular savings as commissary vendors have
stepped up to offer hundreds of promotional prices. The six-day event will
be marked with food sampling, drawings for prizes and other festivities.
Commissary vendors will give away several televisions, a washer and dryer
set, a motorcycle, an SUV and hundreds of smaller prizes to customers.
On grand opening day and June 30 there will also be a soccer kick, a
football toss, two race car simulators, a super slide, a clown and face
painting for children.

"We're excited to offer the commissary savings benefit to the growing
military community at Fort Bliss in DeCA's newest store," said Joseph H.
Jeu, DeCA Director and CEO. "Every inch of this store was designed to make
shopping an enjoyable and comfortable experience."

The store is located at 1620 Marshall Road, on the south end of Freedom
Crossing at Fort Bliss, a first-of-its-kind shopping, dining and
entertainment marketplace located on a U.S. military installation. The mall
opened in November 2010 with an Army and Air Force Exchange Service main
store, food court, theater and other retail shops. The addition of the
commissary, anchoring one side of the mall, will make retail shopping more
convenient on Fort Bliss.
With the grand opening just a month away, workers are completing
installation of product shelving and the store staff is busy ordering and
receiving merchandise to fill the shelves.

"The store is simply beautiful inside, and the modern shelving and
refrigeration cases will allow us to pack in a wider variety of products
than we've been able to fit in the current store," said Store Director Mike
Mena. "We will be able to offer our customers even more of the quality
products they've come to expect."

By commissary standards, the new Fort Bliss Commissary is a large store -
one of the 10 largest in DeCA's 249-store inventory. Features of the new
store include more than 60,000 square feet of sales area; 28 checkouts,
eight of which are self-checkouts; full-service meat and produce
departments; an international deli and bakery; an olive bar; hot foods; a
fresh fish market; sushi-to-go and rotisserie chicken.

DeCA has included some of the latest environmental and energy efficiency
innovations into the store design, and some of them don't even require an
engineering degree to understand, said Mena. The ceiling has large skylights
to allow in natural light and automatic lighting controls. A heat-reflective
roof will further reduce the commissary's energy needs in the hot Texas
climate.

Construction on the $20.3 million commissary began in August 2009, on a
contract awarded to Ledcor Construction, Inc., based in San Diego, Calif.
Construction was funded with Department of Defense Base Realignment and
Closure funds.

Mena said that when the new store opens, the commissary hours will change to
better meet the requests of shoppers and to align with operating hours of
the mall. The hours will be Monday to Thursday from 9 a.m. to 9 p.m., Friday
and Saturday from 9 a.m. to 10 p.m. and Sunday from 9 a.m. to 8 p.m.

The current store, which has operated since 1981, will close at 9 p.m. June
27. Workers will use June 28 to shift the commissary operation to the new
store, Mena said.

The Fort Bliss Garrison will take possession of the old commissary building
when DeCA moves into the new store, and it is considering several reuse
options for the facility, according to John Kirby, deputy director of the
Fort Bliss Garrison Plans and Training Directorate.

Save on Appliances During ENERGY STAR® Sales Tax Holiday

(AUSTIN) —Texas Comptroller Susan Combs says Memorial Day weekend is a great time for Texans to replace old, inefficient appliances during the fourth annual ENERGY STAR Sales Tax Holiday, May 28-30.

“Much of Texas is currently suffering from severe drought, and summertime temperatures have arrived early, reminding us of the need to conserve Texas’ precious resources,” Combs said. “You can save water and energy by purchasing efficient, ENERGY STAR appliances. And during the ENERGY STAR Sales Tax Holiday, you won’t pay state or local sales taxes on your new appliances.”

The tax break applies to ENERGY STAR rated air conditioners priced at $6,000 or less; refrigerators priced at $2,000 or less; ceiling fans; compact fluorescent light bulbs; clothes washers; dishwashers; dehumidifiers; and programmable thermostats.

“The ENERGY STAR Sales Tax Holiday is a great opportunity for consumers to save twice on energy efficient appliances,” Combs said. “You will pay no sales tax and also save on your monthly utility bills.”

The current estimated annual energy and water savings for eligible products are as follows.
